The house passed a similar bill on its first day back in January and have now managed to get enough Republican Senators on board to send the bill to the president.

The bill reprioritizes federal anti-terror money based on risk assessment. That change will mean more money for cities like New York and D.C. and less money for places like Wichita, KS.

Additionally, the bill seeks to establish screening of all inbound cargo ships and planes within 3 years.

The White House says the president will sign the bill saying that such efforts will complement the administration's record of preventing another terror attack since 9/11. Of course, the administration neglects to mention that we went almost 8 years between al Qaeda attacks on the U.S. before, so 5 1/2 years may be par for the course.
